Subject: PRIORITY INSTRUCTIONS OF THE CHIEF MINISTER REGARDING PUBLIC SECTOR HEALTH FACILITIES

Apropos the subject, the Chief Minister has desired to issue the following priority instructions regarding public sector health facilities across the province, for necessary actions by all concerned:

1. Fire Extinguishers/Fire Fighting Arrangements & Emergency Exits

i. All the Deputy Commissioners shall take stock of the availability and functionality of the Fire Extinguishers / Fire Fighting arrangements in all the Public Sector Health Facilities in their respective districts in Teaching Hospitals, District Headquarters Hospitals, Tehsil Headquarter Hospitals, Maryam Nawaz Hospitals(MNHs/RHCs) and the Maryam Nawaz Health Clinics (MNHCs). Moreover, the inspection teams must also assess the suitability and accessibility of the existing emergency exits and review them in consultation with the Rescue 1122 teams, keeping in view the emergency parameters. ii. The Secretaries of Specialized Healthcare & Medical Education Department and the Health & Population Department shall instruct their field formations, the Medical Superintendents and the Chief Executive Officers of Health, to assist the District Administrations in completing the task on immediate basis. (Action by: Secretaries of SHC &MED and Health & Population; Timeline: Immediate)

iii. The Secretary I&C Wing, S&GAD shall prepare a consolidated report gathered from all districts and submit it for information/orders of the Chief Minister, by 27th August 2026. (Action by: Secretary I&C, S&GAD, Timeline: Consolidated Report by 27th August 2026)

2. Hydrants

i. The Rescue 1122 shall review the exiting availability and functionality of hydrant points and accordingly identify installation of new hydrant points within or in close proximity of all the Health Facilities, (Maryam Nawaz Hospitals/RHCs, Tehsil Headquarter Hospitals, District Headquarter Hospitals and all Tertiary Care/Teaching Hospitals across the province, keeping in view the emergency situation access parameters. (Action by: Rescue 1122/Secretary Emergency Services; Timeline: Immediate)

ii. The respective Health Departments shall ensure any rectifications and new installation of water hydrants with the assistance of HUD&PHED, Emergency Services/1122 and LG&CD Departments. (Action by: Lead Role of Secretaries of SHC &MED and Health & Population; Assistance Role of Secretaries HUD&PHED, LG&CD & Emergency Services Department Timeline: One Week)

iii. The Divisional Commissioners shall personally supervise this activity to achieve completion within 7 days. (Action by: All Divisional Commissioners; Timeline: One Week)

iv. The Secretary I&C shall accordingly submit the compliance report gathered from all Divisions, for information/orders of the Chief Minister by 4th September 2026. (Action by:, Secretary I&C, S&GAD, Timeline: Consolidated Report by 4th September 2026)

3. Air-Conditioners & Electro-Medical Equipment

i. Both the Health Secretaries shall undertake a complete review of the safe functionality of the air-conditioners, electric wiring and other electro-medical equipment in hospitals under their administrative controls, through the respective Medical Superintendents & CEOs of DHAs, and ensure rectifications, wherever necessary and submit a compliance report to the Secretary I&C, by 29th August 2026. (Action by: Secretaries of SHC&MED and Health & Population; Timeline: 3 days)

ii. The Secretary I&C shall accordingly submit the compliance report gathered from Health Departments, for information/orders of the Chief Minister by 30th August 2026. (Action by: Secretary I&C, S&GAD; Timeline: Consolidated Report by 30th August 2026)

4. Mock Emergency Drills

The Deputy Commissioners with the assistance of Rescue 1122 and all other departments concerned shall make monthly emergency mock drills in Health Facilities a permanent feature for continuous periodic assessment to ensure the compliance with all the emergency parameters, including but not limited to the ones indicated above. (Action by: All Deputy Commissioners; Timeline: Rolling/Monthly Basis)

5. Upscaling the existing infrastructure

Furthermore, the Chief Minister has desired both the Health Secretaries and the CEO of the IDAP, to prepare feasibility of installing technology driven fire-alarm safety systems, smoke detectors and water sprinkler systems in the ICUs, Nurseries and Emergency Units of THQs/DHQs and tertiary care hospitals all across the province, for presentation to the Chief Minister after One Week. 2. Further necessary action may be taken accordingly on top priority.
