Punjab Section 144 Notification September 2026 – 5-Days Ban On Public Gatherings at Public Place

ORDER
No. SO(IS-II)1-1/2004(144). WHEREAS, credible reports have been received from Law Enforcement Agencies (LEAs) and Intelligence Agencies (IAs) mentioning a serious and imminent threat to public peace, tranquillity, and the safety of life and property across the Province of Punjab by militant/ terrorist organizations and Hostile Intelligence Agencies (HIAs);

AND WHEREAS, multiple threat alerts have been received by IAs regarding possible terrorist activities being planned by such hostile agencies by employing suicide bombers, Vehicle Bound Improvised Explosive Devices (VBIEDs) and target killings during large public gatherings across Punjab to create mayhem, social unrest and disrupt public peace & tranquillity;

3. AND WHEREAS, assemblies of persons, rallies, gatherings, sit-ins, processions, demonstrations, Jalsas etc. may present potential targets for such terrorist attacks, and the possibility of any untoward incident / act of terrorism cannot be ruled out during such activities;
4. AND WHEREAS, there is a strong apprehension that certain elements may engage in activities, gatherings, or demonstrations that are likely to cause assemblies of persons, which may be the easy targets for any hostile activity by terrorist(s)/ terrorist organization(s); and that any such incident shall be a breach of public peace, disturbance of the public order, a security risk for the general public and likely cause loss of life, property or critical infrastructure;
5. AND WHEREAS, the office of Inspector General of Punjab Police, Counter-Terrorism Department, Special Branch of Punjab Police and multiple divisional/ district administrations of Punjab (both civil and Police) have requested to take immediate preventive measures to address these potential threats of terrorism/ hostile activities and enable them to effectively maintain law & order throughout the province.
6. NOW, THEREFORE, I, Secretary, Government of the Punjab, Home Department, in exercise of the powers conferred upon me under section 144 (6) of the “Code of Criminal Procedure, 1898”, do hereby impose an immediate ban on the following activities across the entire territorial limits of the Province of Punjab:

i) Assembly of Persons: A complete ban on the assembly, processions or gatherings of five (05) or more persons in any public place, street, road, highway or open space. This ban shall not apply to:
a. Marriage ceremonies, funeral prayers, burial processions and prayers in mosques/ churches etc.;
b. Official duties of government or semi-government organizations;
c. Courts of Law; and
d. Such other events as duly permitted by the Deputy Commissioner of the district concerned under section 16 of the Punjab Civil Administration Act, 2017.
ii) Inciting people to participate in unlawful assemblies;
iii) Carrying of Arms: A complete ban on the carrying, display, or brandishing of all kinds of weapons at public places. This ban shall not apply to personnel of Law Enforcement Agencies, Intelligence Agencies or Security Agencies on official duty.
7. This Order shall come into force with immediate effect and shall remain in force for a period of five (05) days from the date of issuance, unless modified or withdrawn earlier.
