NOMINATION OF SENIOR OFFICER OF ANTI-CORRUPTION ESTABLISHMENT AS OBSERVER IN MAJOR PROCUREMENT INITIATIVES OF SPECIALIZED HEALTHCARE & MEDICAL EDUCATION DEPARTMENT
I am directed to state that the Government of the Punjab has accorded high priority to ensuring transparency, merit, probity and zero tolerance for malpractices in public procurement, particularly in view of the substantial public funds involved and the critical nature of procurements undertaken by the Specialized Healthcare & Medical Education Department (SHC&ME).

2. The Department is presently undertaking a number of major procurement initiatives, including the Central Framework Contract for procurement of surgical instruments for tertiary care hospitals, besides other province-wide procurements of medicines, medical devices, equipment, surgical supplies and hospital consumables. Given the scale, financial significance and province-wide implications of these procurements, it is considered desirable to introduce an additional layer of preventive institutional oversight so as to ensure that all processes remain transparent, competitive, impartial and strictly compliant with the applicable laws, rules, PPRA framework and approved procedures.
3. In this context, it is requested that the Anti-Corruption Establishment, Punjab, may kindly nominate/designate a senior officer, not below the rank of BS-18, as an Observer for the aforesaid procurement processes and, where considered appropriate, for other major procurement initiatives of the Department.
